Harbour Regulations for Senftenberg City Harbour
§ 1 Scope
The harbour regulations cover the entire area of the city harbour including the buildings, jetties, pier and pontoons as well as the adjoining area of water (see attachment).
§ 2 Harbour Authority
The operator of Senftenberg City Harbour is the Administrative Union:

§ 3 Fee Structure
The list of charges is displayed at Senftenberg City Harbour. Daily fees are obligatory and must therefore be paid to the harbour master immediately and without being requested to do so. Permanent mooring fees must be paid as per contract before the start of the season.
§ 4 Conduct at the Senftenberg City Harbour
Senftenberg City Harbour serves recreational purposes – visitors are most welcome! Driving into and entering the site is at your own risk for the entire site.
Users must behave in such a manner that disturbance, obstruction, pollution, endangerment and damage are avoided. The harbour master and the personnel engaged by him exercise domestic authority in the harbour area. Their instructions must be strictly followed.
In particular, it is prohibited to ride on pathways, concrete seat elements and benches with bicycles, skateboards, in-liners or similar devices. Swimming, diving into the water as well as fishing within the harbour is not allowed for safety reasons.
Grilling and open fires are forbidden throughout the entire complex. You may use the grilling station in Buchwalde upon prior booking. Campfires – even on the beach – are strictly forbidden.
In the interest of order and safety, it is not permitted to consume drink or food stored in glass packaging in the City Harbour’s public facilities.
It is forbidden to consume alcohol or other intoxicating substances anywhere in the harbour area if this bothers, frightens or endangers people or the general public due to shouting, insulting behaviour, throwing or abandoning bottles or other items, vomiting, urinating, or if it interferes in pedestrian or vehicle transport and handicaps this in an unacceptable manner.
Parents are duty bound to ensure their children are fully supervised. Parents are responsible for their children! It is forbidden to climb into unknown boats, to damage the embankments or to throw stones.
Dogs must always be on a lead within the scope of the harbour regulation and must be controlled in such a way that they do not trouble or inconvenience anybody. Dog owners must dispose of dog waste immediately.
§ 5 Entering and driving on the site and parking
Road traffic regulations apply in the harbour area. Closure permits and transponders for sanitary facilities / jetties / barriers can be obtained by users of the moorings from the harbour master against a deposit and signature. Doors must be locked. Transponders must not be passed on to third parties.
Parking on the site is only possible for loading and unloading of items. Parking is not allowed outside the designated short-term parking areas. Trailers for watercraft may be parked in the harbour area only with a permit. Short-term parking of trailers when dropping off or retrieving boats must be arranged with the harbour master. The harbour office may remove vehicles which are not authorised to wait or park in the harbour area at the owners’ expense.
Bicycles are to be parked in the bike racks.
§ 6 Moorings – Permanent Renting
An application for the allocation of water or land moorings must be made with the harbour administration. A berth is allocated to the boat’s owner and a specific boat. Allocation of moorings is based from the point of view of best usage of the harbour’s capacity and safety requirements, and ease of traffic. There is no entitlement to a particular berth, but mooring requirements are nevertheless largely taken into account. This also applies to the repeat allocation of an assigned berth in the following season. A berth is not transferrable. The prerequisites required for the allocation of a berth are proof of sufficient liability insurance and the registration of the boat either with the waterways and shipping administration, the German motor yacht association or the German sailing union.
The harbour master has the right to allocate another berth to the owner of a mooring when this is deemed necessary in the interest of operation of the harbour and organisation of moorings.
The season starts on 1st April and ends on 31st October each year, but can be extended or shortened depending on the weather.
It is not allowed to keep boats in the harbour over winter.
It is possible to keep boats over winter in allocated areas in the harbour camp in Großkoschen or in the “Komfortcamping Senftenberger See” in Niemtsch by agreement and against a fee.
The holders of moorings must register with the harbour master when they launch their watercraft for the first time in the calendar year and they must de-register when they take it out of the water for the last time in the calendar year and/or remove it from the site.
§ 7 Moorings – Guest Berths
Guests must register with the harbour master upon arrival. He will allocate guests to a berth if available. This has a time limit. If this space is not vacated after this period the boat can be removed at the guest’s risk and cost.
§ 8 Absence of a Boat; Sub-letting by the Lessor
The lessee of the moorings is obliged to notify the lessor of the moorings if his boat is absent for more than three days (72 hours). The lessor has the right to let the space for short periods to other applicants if a boat is absent.
§ 9 Using the jetties
The gates at the jetty entrances must always be kept closed.
Apart from harbour supervisory personnel, only holders of moorings and their family members/guests may enter boat pathways. Under-age youngsters may enter only when accompanied by an authorised adult.
Jetties must be used with care and must be kept clean. The harbour master must be notified immediately of any damage to the jetties. All lines and other mooring devices must be removed from the jetties at the end of the season.
Protruding boat parts such as oars and outboard engines must be attached in a space-saving manner whilst the boat is moored at its berth or stored. Storing of items (short or long-term) of any kind is not allowed on the walkways and outriggers.
Smoking, welding and other handling of a naked flame is forbidden on the entire jetty system. Mooring berths must be kept accessible for neighbours. Boats may only be moored at the berth allocated to them.
§ 10 Mooring Boats
Boats must be tied to jetties in such a way that they cannot cut loose, or damage walkways and neighbouring boats. How a boat may react at its moorings in rough swells and wind coming from different directions must be considered. Guide values for mooring lines must be observed. Always hang out enough fenders. The user himself is responsible for mooring his boat properly so that it is secure even in extreme weather and water conditions and so that it does not damage neighbouring boats or facilities.
§ 11 Changing the Structure of the Jetty System
No changes must be made to boat walkways or water and/or electrical installations (drilling – welding), without the permission of the harbour administration.
§ 12 Supply and Removal for Boat Moorings
Having registered with the harbour master, power and fresh water may be taken from the supply points. Water connections do not carry drinking water.
Electricity consumption is charged at a flat rate. It is not permitted to connect power consumers with high levels of power consumption such as fan heaters. Electrical cables between a boat and walkway distributer must comply with VDR 0100 part 721. Cables from the distributer to the boat must be laid in such a way that they do not hinder others and so that no damage is caused to the walkway systems. The holder of the berth is responsible for his own gas supply. On-board gas appliances must be in safe condition and comply with legal requirements. Prescribed inspection intervals must be adhered to.
§ 13 Petrol Station
As a matter of principle, boats must be filled with petrol at the petrol station and not from canisters at the jetties in the harbour area. When filling boats with petrol, strict care must be taken that no fuel escapes onto the water surface or the adjoining facilities. Fixed dates for filling up are published on the notice board.
§ 14 Slipway
This facility must be kept free as a matter of principle. It can be used upon prior registration with the harbour master and payment of a charge. Motor vehicles may use the access to the slipway and facilities only for swiftly dropping a watercraft into the water or retrieving it from the water.
The slipway is free of charge for lessees of berths. Day guests pay a charge as per the currently applicable fee regulations.
§ 15 Sailing in the Harbour
Incoming and outgoing boats must manoeuvre with the greatest of care and must sail at moderate speed, avoiding any waves, which may damage other boats. Incoming boats have right of way. Access to berths must be kept free.
When manoeuvring boats in or out, they may stay in the harbour entry only as long as is necessary to carry out the manoeuvre. Unnecessary crossing in the harbour basin and in front of the harbour entry must be avoided. It is forbidden to remain in the harbour entry area for any other reason.
Propellers may only be started up for brief testing when boats are moored.
Sails must be taken down before accessing the jetty or land to avoid any endangerment. The remaining distance must be managed either by means of engine or muscle (paddle) power.
Boats must be pushed off and moored with the greatest of care to avoid damaging the jetties and other boats.
§ 16 Order and Cleanliness
It is forbidden to pollute the harbour and jetty system. Solid items such as wire or iron parts, parts of the boat’s equipment, rubbish, waste of any kind must not be thrown into the harbour under any circumstances. Waste is sorted and disposed of in waste bins and containers, which are located in the waste boxes.
Every visitor must remove his bulky waste from the site. Bulky waste must not be placed in the containers.
Oil, oily water (bilge water), oil residues, paint, petrol or other liquid fuels (diesel) must not be pumped, emptied or sluiced into the harbour basin. Perpetrators are liable to pay for any damage caused by not adhering to the regulations.
It is forbidden to run ship toilets, chemical WCs or dishwaters outboard. A chargeable waste disposal station for toilet tanks is located in the harbour area near the slipway.
To clean boats, visit the ecological washing facility in the harbour camp at Großkoschen and notify the harbour master there.
§ 17 Events
As required, the harbour master may ask for the temporary vacation of berths in the event of regattas and water sport or other events which start or finish at the harbour. If possible, the harbour master may also ask that watercraft join up in groups.
The operators of Senftenberg City Harbour may also temporarily prohibit watercraft and land vehicle traffic if there is a risk that an event may be disrupted or there is a risk of collisions.
Holders of berths are informed of expected restrictions on the notice board as soon as an event’s date is arranged.
Some regulations may be put on hold during events.
All private functions must be registered in advance and need a written permit.
§ 18 Overnight Stays
Staying overnight in cabin cruisers is permitted in the harbour. Visitors must be signed in in advance.
Putting up and staying overnight in tents, mobile homes and caravans is possible only at places allocated for this at Lake Senftenberg and require the payment of a fee.
§ 19 Other
Charter business can only be carried out with a written harbour administration permit.
Permanently depositing and parking private property such as rafts, bicycles, etc., is not permitted anywhere on the site.
In the presence of an attendant, boats can also be moved in the absence of a boat owner if this is required for safety and order in the harbour.
§ 20 Liability
Boat owners are responsible for ensuring that family members, visitors and other people engaged by him adhere to the harbour regulations.
Boats must be insured against break-in and unauthorised usage. Boat owners are liable for damage caused due to improper mooring or unauthorised use of a boat. No liability is assumed for theft or damage, in particular with regard to boats, engines or pieces of equipment.
When absent for longer periods, the skipper must ensure that there is no risk of fire. In particular, he must cut off power to the boat and disconnect the cable from the boat to the jetty distributor.
The harbour master must be immediately and directly notified of any accidents or fire. Damage to harbour installations must also be reported there.
If damage is caused to the harbour and harbour installations due to an infringement of these harbour regulations, the owner of the boat which caused the damage is liable to compensate ZV LSB for the damage. The skipper of the boat is liable without any limitation for any damage which the skipper, his boat or his crew caused to ZV LSB property or to other boats.
Other boat owners must make claims for compensation against the perpetrators. ZV LSB is not liable for such compensation claims.
ZV LSB neither accepts liability for damage of any kind to property or persons in the entire area of the harbour nor for the landowners.
§ 21 Exclusion from the Harbour Area
Persons who do not comply with the instructions of the harbour master or the harbour regulations may be excluded from staying in the harbour area with immediate effect. In the event of gross misconduct against the harbour regulations, rental contracts (e.g., the boat’s mooring) may be terminated with immediate effect without compensation.
Exclusion may be declared as temporary or permanent.
§ 22 Final clauses
Upon entering the harbour area, all guests acknowledge these harbour regulations.
They are part of all rental agreements and also apply to all guest moorings.
They can be routinely updated according to requirements. Changes come into force as soon as they are announced on the notice board in the harbour master’s office or in any other suitable form.
These harbour regulations come into force on 1st June 2017.
